The Operations, Planning, Training and Resource Support Services (OPTARSS) contract is a multiple-award, indefinite-delivery, indefinite-quantity vehicle available for worldwide use. It includes a wide variety of IT-heavy areas, including command, control, computers, communication and intelligence (C4I) system management, and Army transformation support. OPTARSS provides a fast, easy vehicle for doing business with the U. S. Army Forces Command (FORSCOM) and other DoD agencies.

 Long lead times are history – task order procedures for OPTARSS contractors define high velocity contracting.
OPTARSS is an IDIQ Contract, you are free to tailor fit the task orders to your unique requirement – buy only what you want, when you want, and where you want.
There is absolutely no fee associated with the use of this contract. SRCC-E has
delegated authority to all ACA contracting offices to place task orders under this contract. This allows you to take control of your task order, to award & administer it.
Depending on the project, you may choose between Cost Plus Fixed Fee, Time & Materials, Labor Hour and of course, Firm Fixed Price Task Orders.
